Washington State First-aid requirements changed On June 1, 1998 the Department of Labor and Industries updated first-aid rules in Chapter 296-24 of the Washington Administrative Code (WAC). These new rules cover workers across the state, providing employers with greater flexibility in meeting first aid care requirements. Under the Washington Industrial Safety and Health Act (WISHA), employers are responsible for ensuring that appropriate first-aid care is readily available where employees are working.
